JOB OPENING: PROJECT FINANCE ASSISTANT AND PROJECT ASSISTANT

PROJECT DESCRIPTION


Action for Economic Reforms (AER), a civil society policy, advocacy and action think tank working on key issues around fiscal reforms, health measures, industrial policy, and freedom of information, is implementing a 30-month project entitled “Coalescing Organizations towards Locally Led Actions to Boost Development” (COLLABDev), in partnership with USAID.


COLLABDEV is a technical support partnership initiative that aims to promote human-centered data-driven development in the Philippines. By using data-informed and technology-enabled participatory decision making to address issues in local development, COLLABDev seeks to mainstream the use of data in local advocacy work, development planning and allocation of public resources. COLLABDev will run from January 2021 – June 2023, and will be implemented in 10 sites across the country: Donsol, Irosin and Pilar in Sorsogon Province; Inopacan, Tanauan and Tolosa in Leyte; Borongan City and Salcedo in Eastern Samar; Cagayan de Oro City in Misamis Oriental; and, Palimbang, Sultan Kudarat.


PROJECT FINANCE ASSISTANT


MIDDLE LEVEL, FULL-TIME, PROJECT-BASED


POSITION DESCRIPTION


The Project Finance Assistant will be responsible for assisting in the financial management of the Project and will directly report to the Admin and Finance Lead and the Chief of Party.


The Project Finance Assistant will be responsible for the following:

  • Work closely with the Project Finance Officer and Admin and Finance Lead to ensure that all Project financial transactions comply with AER policies and processes, and are aligned with Project guidelines

  • Coordinate with the Finance Associate and monitor the recording of all financial transactions; financial disbursements such as those for salaries, statutory benefits, and payments of Project bills;

  • Assist in the preparation and review of financial reports including but not limited to bank reconciliation, cash position and cash flow statements

  • Review procurement documents and awards

  • Attend to project activity financial transaction requirements and finance reporting

  • Attend project meetings and activities, as required

  • Perform other tasks and functions as may be assigned by the Admin and Finance Lead and/or the Finance Officer/Chief of Party


MINIMUM QUALIFICATIONS

  • Graduate of B.S. Accountancy, preferably has passed the accountancy licensure examination ? At least with 2 years work experience in bookkeeping, accounting, financial reporting

  • At least 2 years of middle level Finance management and reporting experience

  • Proficient in Quickbooks, MS Excel and Google Sheets

  • Good organizational and time management skills

  • Good interpersonal and social skills


PROJECT ASSISTANT


ENTRY LEVEL, FULL-TIME POSITION, PROJECT-BASED


POSITION DESCRIPTION


The Project Assistant will assist and work with the Chief of Party and the Program Associates in the implementation of the Project’s agenda. S/he has the following responsibilities:

  • Provide Project management support

  • Maintain the project file management system

  • Maintain the directory of relevant Project partners, stakeholders and audiences

  • Provide support for the preparation of agenda and documentation of relevant Project meetings

  • Assist with the logistics and related requirements for Project meetings and team activities

  • Work closely with the Program Associates towards building the Project’s communication program

  • Contribute content to the Project’s online, social media and other communications platforms

  • Manage regular project communications and correspondences

  • Perform other tasks and functions as may be assigned by the Chief of Party


QUALIFICATIONS

  • A degree in Development Policy/Studies, Development Communications, Economics, Political Science, Marketing, Management, or related field

  • A good grasp of Philippine politics, economic, and development issues, both at the national and subnational levels is an advantage

  • An understanding of participatory policymaking, data-driven development, and civil society engagement

  • Good problem-solving skills, organizational and time management skills

  • Drive to learn and master new technology, with focus on project management and productivity enhancement applications

  • Excellent written and verbal communication skills

  • Ability to travel up to 25% of the time

  • Prior experience in project management, stakeholder relations, and organizational communications is an advantage

Due to COVID-19, AER implements a modified work from home arrangement. Members of the staff are expected to have stable internet connectivity in their residences. Admin and Finance personnel may be required to report physically to the office on pre-arranged schedules, following strict health protocols. Staff follows guidelines on the use of office space and travel for work.
